For U.S. veterans and military retirees considering their next chapter, Panama offers a variety of lifestyles to explore, from city living to coastal communities and mountain towns. The starting point is imagining the daily life you want: your surroundings, your community, and how you would spend your time.

You do not need every answer to begin exploring, but a thoughtful plan can help you move forward with confidence.

Why consider Panama for your next chapter?

A move abroad is about more than choosing a home. It can mean building new routines, finding places to spend time, and getting to know a community. Panama offers different settings to explore within one country, so you can compare an urban neighborhood, a Pacific coast community, and a highland town as you consider what feels right.

For some people, the appeal is discovering a different pace of life. For others, it is spending more time outdoors, finding a community that suits their interests, or creating a seasonal home base. What matters most will be personal. Think about the surroundings you enjoy, the activities you want nearby, how often you expect to travel, and what you need from local services.

It helps to approach the decision with curiosity rather than a fixed picture of retirement. A short stay in one location may feel very different from managing day-to-day errands there. Give yourself room to compare, ask questions, and learn what everyday life could look like.

Picture your life: city, beach, or mountains

Start by considering the kind of setting that would make your usual week enjoyable. Panama City, coastal communities such as Coronado, and Boquete each offer a different environment to investigate. Explore living in Panama for more ideas about comparing locations and daily routines.

Panama City

Panama City offers an urban setting with a range of neighborhoods, restaurants, cultural activities, and services to explore. A city lifestyle may suit you if you like having different destinations to choose from and prefer to compare homes within an urban environment.

The practical details depend on the neighborhood and your routine. Consider how you would get to grocery stores, appointments, and activities. If you plan to use public transportation, test the routes that matter to you. If you expect to drive, take time to experience traffic and parking at the times you would normally travel.

Coastal communities

Coronado and other communities on the Pacific coast offer a chance to explore life near the ocean. A coastal setting may appeal if you enjoy outdoor time and want to see what a beach community feels like beyond a holiday.

Look into the location of the specific home, how you would get around, and the distance to the services you expect to use. Consider the climate and how the home’s design may affect your daily comfort and household needs. A visit can help you see whether a community feels active and convenient throughout an ordinary week, not only during a day at the beach.

Boquete and the highlands

Boquete, in Chiriquí province, is a mountain town surrounded by green highlands. The setting and climate differ from Panama City and the coast, making it worth exploring if you are drawn to mountain scenery and a smaller-town environment.

Look beyond the views when comparing homes. Check transportation options, the distance to everyday services, and how easily you could reach the places you expect to visit regularly. The right location for you will depend on your priorities and how you want to spend your time.

Planning around your benefits and healthcare

Before making a move, understand how your current healthcare arrangements would work abroad and what additional planning you may need. The VA Foreign Medical Program and TRICARE serve different purposes, and eligibility depends on your individual circumstances. Veterans and military retirees are not interchangeable categories: military retirement status may affect TRICARE options, while VA benefits depend on your own eligibility.

If you are a veteran, review VA information for veterans living overseas and learn what FMP covers. If you are a military retiree or covered family member, check TRICARE’s official guidance for retirees moving overseas. Our upcoming articles will explore these topics in more detail.

As of the VA media statement last updated November 28, 2025, the VA said it had suspended a group of medical providers in Panama connected to a fraudulent billing scheme affecting an estimated 1,030 veterans. The VA said affected veterans had been notified and could seek care from other Panamanian providers not on the suspension list. Before receiving care, confirm a provider’s current status with FMP using the VA’s Panama provider alert.

Eligibility for U.S. benefits differs by service history, retirement status, and disability rating. Confirm your own circumstances with the relevant official program before relying on a particular benefit.

Understanding How Your U.S. Benefits Work Abroad

A few distinctions are important as you start researching:

  • Panama does not have a VA hospital.
  • FMP is limited to qualifying care related to service-connected disabilities, along with other specific qualifying circumstances. It is not comprehensive health insurance.
  • TRICARE Prime Overseas is not available to retirees. Overseas options depend on your status and, where relevant, Medicare enrollment.
  • Medicare generally does not cover care outside the United States.
  • Panama has no special immigration status for U.S. veterans. Residency applications are based on the country’s immigration rules, not veteran status.

These programs and immigration rules are separate. Review the official sources below and ask the relevant agency or a qualified professional about your particular situation.

Understanding residency and your retirement budget

Panama’s Pensionado route is one residency option some retirees may wish to investigate. Whether your income and documentation meet current requirements depends on the rules and your individual circumstances. Review information from Panama’s National Migration Service and consult a qualified immigration professional before planning an application.

Create a budget around the location and lifestyle you are actually considering. Include housing, utilities, transportation, healthcare, travel, and the activities that matter to you. Costs can vary by neighborhood, home, and personal routine. Our cost of living guide for U.S. and Canadian retirees offers published estimates for comparison, but those figures are not guarantees or quotes for your circumstances.

It can also help to separate one-time moving expenses from regular monthly costs. As you compare locations, note which costs you can confirm with a current quote and which need more research.

Visit before deciding

A visit can turn broad ideas into useful observations. Walk through neighborhoods at different times of day, try routes you would use regularly, and visit the shops and community spaces that might become part of your routine. If accessibility matters to you, check sidewalks, entrances, stairs, and the layout of the specific homes and places you visit.

Take time to meet residents and ask what they enjoy about living in the area, as well as what they wish they had known before moving. When looking at housing, consider the home and its surroundings together. Think about transportation, maintenance, nearby services, and how the location might suit you in different seasons.

Frequently asked questions

How can I explore Panama before committing?

Start with research, then visit the communities that interest you and spend time on ordinary routines, not only sightseeing. A discovery experience can help you compare locations and identify questions to investigate further.

How do I choose a community?

Begin with your preferred daily routine, healthcare and accessibility needs, transportation, climate, and the services you expect to use. Visit more than one setting if possible, and compare specific neighborhoods rather than relying on general impressions.

Do veterans get special residency terms in Panama?

No. Residency applications follow Panama’s immigration rules, so discuss your situation and the Pensionado route with a qualified immigration professional.

Can I keep my VA and TRICARE benefits?

That depends on the benefit and your status. Review the VA and TRICARE sections above and confirm your individual eligibility with the relevant official program.

What should I plan first?

Start with healthcare and a realistic budget based on the location you are considering. Those two areas can help guide which communities to visit and what questions to ask.
